For the shake of taking side of Asmat tribesmen, the government of Asmat district makes 2 policies to protect the livelihood of its people and to develop its education sector. It is the two sectors that are expected to improve the living standard and the prosperity of the people. The government of Asmat district provides the people in the costal areas with the exclusive training in sea fishery and fish catching and the opportunity to catch as many fishes as possible and. Additionally, it establishes superior integrated schools, consisting of elementary and high schools in order to maintain and to preserve the indigenous social order. The people who come from outside areas and live in the district are allowed only to serve as merchants or middlemen of the products of Asmat people. In short, the government of Asmat district grants its indigenous people exclusive rights to use the natural resources of the district in order to directly contribute to the improvement of their living standard and prosperity. The fishery potentials of Asmat district are considered to be superior because of the abundant availability and high quality of the sector. However, there are some obstacles facing the investors who are willing to make their investment in the sector. The local fishermen are able to catch a huge amount of fishes but they sell them to the local merchants only. Concerning with the education sector, some superior schools have been exclusively made available for Asmat tribesmen’s children and it is expected that they grow into local intellectuals who are responsible for the development of their homeland. Also, such superior schools aim at preparing reliable and highly capable human resources with their own local cultural identity.
