Asmat District Goals, based on the vision and mission, as follows:
- Increasing human resources in education, health, employment.
- Solid foundation of people's economy by emphasizing local resources and optimizing non-local resources.
- Increased economic development of social infrastructure that supports the acceleration of regional development.
- The opening of the isolation of intra and inter-regional as well as improving access to information networks, communications and transportation with the outside world.
- Steady implementation of the development process in line with the spirit of local autonomy by managing institutional and government officials realize that discipline, clean, berwibwa, responsible and professional.
- Development of a culture of togetherness, mutual respect and mutual respect.
- Increasing and developing an active role in community development activities.
- Increasing prosperity through economic empowerment of the people, micro, small and medium enterprises (MSMEs).
- Availability of facilities for the development of the private sector, especially in agribusiness and agro-industries.
- Increased construction and development of agricultural production, forestry and marine.
- Realization of the preservation, promotion and development of regional culture as the basic capital of regional development.
- Actualization value niali local wisdom as one dsar ethical development of social interaction to strengthen the human identity Asmat.

The Objectives of The Local Development Program in 2010 are:
- Highly competitive human resources by improving education level, health status, and employment quality in order to increase people’s living standard and prosperity.
- The creation of production and industry centers and also service center that are based on an environment friendly and sustainable natural resources management for superior export oriented local commodities with active involvement of the local people.
- The availability of local structure and infrastructure that are able to support people’s social and economic activities, the development of production, industry, service and tourism areas and also public service.
- The availability of structure and infrastructure of communication and transportation, electricity, fresh water, communication and information, housings, marketplace and government facilities.
- The materialization of the people and government independency in the implementation of development program in the local autonomy era.
- The enhancement of government role in public service delivery and its function as regulator, facilitator, motivator and accelerator of the development program.
- The materialization of good governance, clean and authoritative government that is able to deliver transparent, accountable and quality public service.
- The presence of government apparatus who are able to deliver high quality public service and to professionally, effectively and efficiently manage the development programs that can in turn accelerate the local development programs and increase the local government financial income.
- The presence of the local government institution that is able to support the implementation of the special autonomy of Papua by following the principles of clean government and good governance in Asmat district.
- The participation of stakeholders in accelerating local development programs.
- The presence of well-developed, independent, prosperous, pious, legally ordered and democratic people of Asmat district.
- The preservation of local cultural values, customary laws and state laws as the basis of social and ethical life in order to strengthen the identity of Asmat people.
