2. Secretariat, consisting of:

   • Sub-Section Program.
3. Field Data Collection and Registration consists of:
   
   • Section of Data Collection
   • Registration and Guidance Section.
4. Determination of Billing field consists of:
   
   • Section Determination
   • Billing Section.
5. Bookkeeping and Reporting field consists of:
   
   • Section Bookkeeping
   • Section of Reporting and Evaluation.
6. Functional Group.
